SCHEMES & PROGRAMMES

  1. Digital India

Digital India Program was launched in August 2014 to change the face of India digitally and electronically.  This would in turn pave way for a digitally empowered nation and economy.  As per this campaign, all offices and departments of Government of India would be digitally connected to each other and to the target population, thereby making the government mechanism smoother and malpractices-free.  This would also ensure effective governance in the country.  Digital India Program would reduce paperwork to a significant level.  The program which started in 2014 would complete by 2019.
  1. Pradhan Mantri Jan Dhan Yojana

On his first speech of Independence Day in year 2014, Prime Minister Narendra Modi announced the famous Pradhan Mantri Jan Dhan Yojana, which ensures a bank account for every Indian.  In this mass drive, more than 15 million saving accounts were opened across the length and breadth of the country with almost all public sector banks participating in it.  It was the first ever financial inclusion program launched in the country and has seen success so far.  More than Rs 1,500 has been deposited in banks so far by the account holders.
  1. Swachh Bharat

This type of campaign was not really new to India, however the name and intent may be new.  Previous governments have already worked on similar campaigns like Nirmal Bharat Program.  However, nothing has been achieved significantly so far and thus the Swachh Bharat Abhiyan comes with a new hope to clean the country’s mess.
The campaign was launched in 2014 with almost every big and small personality of the country taking to the streets and taking part in it.  In fact, the cleanliness drive has more to do with self publicity, whether it is the Prime Minister himself, or other ministers, or film stars or the general public. All have taken pictures of cleaning their locality and posted it on their social media account to ensure that people see that they are involved with a noble cause.  The evaluation of the campaign has to be seen in a longer run.
  1. Make in India

This was more of a slogan than a campaign coined by the Prime Minister Narendra Modi to ensure self sufficiency in the field of mass production.  The vision has been to attract global investors to invest in domestic market and thus create India a manufacturing hub for the entire world.
Make in India would also ensure that there are sufficient job opportunities for the national youth who are struggling to get a decent job in order to compete with their international counterparts.  The Make in India campaign is being run and administered by the Central Government and the government has identified a total of 25 different sectors on which it would focus.
  1. Saansad Adarsh Gram Yojana

Inclusive governance is one of the core visions of Shri Narendra Modi.  As per Saansad Adarsh Gram Yojana, each MP would take out some part of their funds for the development of their constituencies.  Physical and institutional infrastructures are some of the way through which the villages of the country can reach up to their empowerment, as a whole.
The Saansad Adarsh Gram Yojana ensures the same.  The campaign which started in year 2014 is said to be successfully concluding by year 2019.  The guidelines for rural development under the scheme have already been issued by the honorable prime minister in October 2014.
  1. Atal Pension Yojana

Low cost benefits have been the core guiding principles of the Narendra Modi lead Central Government in almost all the schemes they are launching.  Atal Pension Yojana too is one such scheme, which ensures old age pension to those who are not covered under any other pension or social security scheme.
This way, those people who have been working in unorganized sectors and enjoying no pension scheme would be covered and can ensure a healthy and comfortable old age.
  1. Awas Yojana (PMAY)

Pradhan Mantri Awas Yojana is primarily a welfare housing scheme launched by the central government under the leadership of Prime Minister Narendra Modi.  With PMAY, the intention is to provide housing to all by year 2022.  In order to make the scheme a success and reality, a total of around 2 crore houses would be constructed across the length and breadth of the country by year 2022.
The houses would be distributed to the needy sections of society and a subsidy on loan would be provided by the central government, thereby making housing an affordable thing for the economically weaker people of the country.  Special preference would be given to senior citizens, women and SC/ST in allotment of these houses.
  1. Jeevan Jyoti Bima Yojana (PMJJBY)

The PMJJBY is a term life insurance policy that goes a long way in ensuring a safe financial future for the policy holder and comes with lowest cost on a yearly basis.
Anyone who is within the age group of 18 years to 50 years can get enrolled for PMJJBY, provided they have a functional saving bank account.  Within the scheme, the policy holder would have to pay as a premium is Rs 330 per year and they would be covered with a life insurance of Rs 2 lakhs.
  1. Suraksha Bima Yojana

Pradhan Mantri Suraksha Bima Yojana targets social security through insuring accidental deaths and partial or permanent disabilities.  A large number of population in India live in rural areas and these people do not have access to insurance schemes.  PMSBY is an initiative to cater to such a population so that they can enjoy the insurance benefits at minimum contributions.
In order to get PMSBY scheme for anyone in India, the subscriber is required to just pay Rs 12 per year and enjoy a carefree insured life of up to Rs 2 lakhs insurance cover.  One of the best things about these social security schemes is that they require an insignificant level of paperwork and this leverage has been provided considering the fact that a large number of people living in rural areas do not have all the validation documents available with them.
  1. Krishi Sinchai Yojana

India is primarily an agricultural country and irrigation defines the success of agriculture.  This is why it is important for any agricultural economy to have a proper irrigation channel throughout the country.  Prime Minister Modi has identified this need and thus started this new scheme.
As per the scheme details, just 45 per cent of the farm lands in India are accessible to the irrigation channels with remaining 55 per cent depending on traditional methods of irrigation.  This is a huge opportunity and the Pradhan Mantri Krishi Sinchai Yojana would ensure that adequate infrastructural arrangements are made so that maximum fields in the country are connected to the irrigation system properly.
  1. Kaushal Vikas Yojana

Pradhan Mantri Kaushal Vikas Yojana would facilitate necessary arrangements so that the younger lot of workforce in India is provided with world class training as far as technical expertise is concerned.  The skills training would be in line with latest technologies coupled with personality development and management skills that would ensure that our youth compete well with their international counterparts.
  1. MUDRA Bank Yojana

This is yet another aggressive scheme launched by the Narendra Modi government.  MUDRA stands for Micro Units Development and Refinance Agency Ltd., which was initiated to bring into the general public into the normal banking system.  Facilities and benefits like credits, loans, and insurance are not reachable to many in India, especially to those living in rural and far flung areas.
MUDRA bank is not exactly a bank but a banking regulator which would regulate the micro finance to the rural and needy population.
  1. Garib Kalyan Yojana

Under this scheme, the government would run several micro campaigns to ensure that that the welfare needs of the poor population are met and taken care of.  It would conduct workshops to meet its agendas.
  1. Sukanya Samriddhi Yojana

Sukanya Samriddhi Yojana is one of the most promising and relevant schemes launched by the Narendra Modi Government.  SSY lays special emphasis on financial empowerment of the girl child.  Through this scheme, the parents of any girl child below 10 years can open a saving account for their daughters and operate it till they attain an age of 21 years.
After that time, they can withdraw the money and use it for her marriage or higher education.  The scheme offers a high rate of return, even much higher than PPF and the depositor gets complete tax exemption for whatever amount invested under 80C of income tax.  Ever since the scheme has been launched, lakhs or parents have already got an account opened for their daughters and enjoying the benefits.   1. DigiLocker Scheme

Just like you have a locker to secure your valuable belongings, Digilocker is a facility through which you can secure and keep your valuable documents secure.  Now, when everything has turned out to be digital, online documents are required in order to submit forms and other activities.
Digilocker is a space provided by Government of India where you can upload all your important documents in digital format and use them whenever you have to furnish it anywhere to government authorities.  This drive has paved way for paperless environment and would also curtain the possibilities of corruption to the significant level.
  1. Ebasta Scheme

eBasta Scheme is very much similar to the concept of DigiLockers.  eBasta provides an online learning space for the students in the form of digital books.  With this service, students would no more have to go and buy their books from the book shops and neither would publishers need to worry about pirated versions or supply channel flaws.
The content and curriculum of the students can be decided by the school and its teachers and students will have to just login and download their study material, which they can use for learning at their computers and tablets.  This kind of initiative would initiate the era of interactive learning in India.
17. One Rank One Pension (OROP) scheme: 
Under the OROP scheme the government said it would revise pension every five years where the veterans protested and demanded that it should be revised every two years.
The government announced that OROP will be implemented from July 1, 2014 and the base year would be 2013 but the ex-servicemen objected and said it should nbe implemented from April 1, 2014 instead of July 1. The veterans even demanded that every person in the army should be a benefiaciary under the OROP scheme. The estimated cost to implement OROP will be between Rs 8,000 crore to Rs 10,000 crore.

18. Pradhan Mantri Beti Bachao, Beti Padhao Yojana

This programme was launched by PM Narendra Modi on 22 January 2015 in Panipat, Haryana. It is a very significant programme and campaign because of country’s poor record on women related indicators such as child sex ratio, female infanticide, female foeticide and female education etc; especially alarming is the data for child sex ratio i.e. the sex ratio of children 0 to 6 years. The census data of the year 2011 shows child sex ratio at 918 which is lesser than the previous census (2001) data of 927. Thus, child sex ratio (0-6 years) is showing a declining trend which is not a very healthy sign for social development of India. Therefore, ‘Beti Bacha Beti Padhao’ campaign is one of the most important programmes being initiated by the new Government.

19. Pradhan Mantri Khanij Kshetra Kalyan Yojana:
Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) has been launched in September 2015 for the welfare of tribals and other affected persons in mining areas. Under this scheme, the mining companies will need to contribute 10 to 30% of royalty for welfare of people directly or indirectly affected by mining.
This scheme is a follow up to Prime Minister’s promise of Rs. 6000 Crore for the development of tribals in mining affected areas in his Independence Day speech. However, the proposal to establish the District Mineral Foundations had come in November 2014 from Union Government side. The idea was to levy additional royalty and then use that fund on welfare of the people / infra development in mining affected areas. For this purpose, on January 12, 2015, President Pranab Mukherjee had signed an ordinance to amend the Mines and Minerals (Development and Regulation) Act (MMDR Act), 1957. This was followed by parliamentary approval to amendment of MMDR Acr 1957 on 26 March 2015. On August 18, 2015; Odisha became the first state in India to issue rules for the District Mineral Foundation.

20. Integrated Power Development Scheme:
Integrated Power Development (IPDS) scheme launched by Modi Government is basically a new avatar of Restructured Accelerated Power Development Programme of UPA. This scheme focuses on improvement of T&D networks across India. It promises help in reduction of AT&C losses, establishment of IT enabled energy accounting / auditing system, improvement in billed energy based on metered consumption and improvement in collection efficiency.


The scheme has been launched with an outlay of Rs. 44,011 crore for 12th and 13th plans. All discoms including private discoms and state power departments are eligible to get financial assistance under it. The discoms can prioritize what fraction of their infrastructure work is to be strengthened and can apply for assistance with their detailed project reports. The projects supported under this scheme need to be completed within 24 months. Like R-APDP, Power Finance Corporation is nodal agency for this scheme. The grant portion of this scheme is 60% for normal  states and 85% for special category states. They can also get 15% additional grant if they do the work within prescribed milestones viz. timely completion of the scheme, reduction in AT&C losses as per trajectory. The discoms need to enter into tripartite agreement with PFC and State Government to be enable to get all support.

21. Domestic Efficient Lighting Programme (DELP):
DELP programme has been launched in several states (Maharashtra, Rajasthan, Himachal Pradesh, Uttar Pradesh, Delhi) to replace the regular bulbs and CFL lights with LED lights. The programme is being implemented by  Discoms in association with Energy Efficiency Services Limited (EESL). LED lights are given at lower than market price in this scheme.

22. Pradhan Mantri Fasal Bima Yojana:
The Union Cabinet chaired by the Prime Minister Narendra Modi  approved the New Crop Insurance Scheme,‘Pradhan Mantri Fasal Bima Yojana’ to boost the agricultural sector.
The theme of the Scheme is One Nation – One Scheme. In this, all shortcomings and weaknesses of all previous schemes were removed and incorporated with the best features of all schemes.

Union Cabinet approves Pradhan Mantri Fasal Bima Yojana

The Union Cabinet has approved Pradhan Mantri Fasal Bima Yojana, a new crop insurance scheme to boost farming sector in the country. It is farmers’ welfare scheme that aims to reduce the premium burden on farmers and ensure early settlement of crop assurance claim for the full insured sum. Highlights of Scheme Uniform premium: Farmers will pay uniform premium of 2 per cent for all Kharif crops and 1.5 percent for all Rabi crops. In case of annual horticultural and commercial crops, farmers will pay 5 per cent premium. These premium rates are very low.

Government will pay balance premium to provide full insured amount to the farmers against crop loss on account of natural calamities. 

Government subsidy: There will be no upper limit subsidy given by Government even if balance premium is 90 percent. 

Capping the Premium: The provision of capping the premium rate has been removed and farmers will get claim against full sum insured without any reduction. It was removed as it resulted in low claims being paid to farmers and was mainly done to limit Government outgo on the premium subsidy. 

Use of technology: Government will encourage use of technology especially Smart phones and remote sensing to a great extent. In order to reduce the delays in claim payment to farmers, smart phones will be used to capture and upload data of crop cutting. To reduce the number of crop cutting experiments remote sensing will be used.

PM's remarks at the launch of AMRUT, Smart Cities Mission and Housing for All (Urban)

The Prime Minister, Shri Narendra Modi, on June 25th said that for the first time in the country, the people, and the urban leadership would play the pivotal role in deciding the future course of their cities. He was speaking at the launch of three major urban development initiatives: AMRUT (Atal Mission for Rejuvenation and Urban Transformation); Smart Cities Mission; and Housing for All (Urban), at Vigyan Bhawan in New Delhi. 

The Prime Minister explained that for the first time in India, a challenge was being floated, in which the citizens of urban India could contribute in the formulation of development visions of their cities. Those cities which were able to competitively meet the required parameters would be developed as smart cities. Hence, the Prime Minister said, this competitive mechanism would end the top-down approach, and lead to people-centric urban development. 

The Prime Minister said these urban development schemes were not prepared by the Government alone, but involved perhaps the biggest consultation exercise ever taken by the Union Government, involving all stakeholders and examining global best practices. The Prime Minister gave a simple vision of a smart city, as one which was a step or two ahead of people's aspirations. Technology, transportation, energy efficiency, walk-to-work, cycling etc were some elements mentioned by the Prime Minister. The Prime Minister said the Government is sensitive to consumer protection, and towards ending undue harassment, especially with regard to housing. He said one Bill towards this end has already been introduced in Parliament. 

Stating that public representatives and leaders are remembered by the good work they did in their terms, the Prime Minister urged urban leaders to contribute to doing something for the good of the people. He said the people assembled in Vigyan Bhawan today, had on them the collective responsibility for better quality of life for 40 percent of India's population that either lived in cities, or were dependent on cities for their livelihood. He said the aspirations of migrants from rural areas, and slum dwellers, have to be balanced with the changing global environment. He said ensuring a good life for them is our responsibility. In this context, this 2-day workshop presented a good opportunity to work out strategies for the future. 

Recalling the Emergency, which was imposed 40 years ago on this day, the Prime Minister said the dreams and aspirations that inspired people to struggle against the emergency, should be a beacon for this gathering. He said all schemes for urban development should move forward based on people's participation. 

The Prime Minister said that urbanization should be viewed as an opportunity, and urban centres should be viewed as growth engines. He said if this had been done 25-30 years ago, it would have led to good results today, but better late than never. He said schemes which had a clear vision and were people-centric, were the need of the hour. He called for replication of best practices from across the country. In particular, the Prime Minister mentioned Hyderabad's tax collection system, Karnataka's efforts for solid waste management, and Chhattisgarh's work to eliminate open defecation. 

Mentioning the challenge of rising population, he said all possible avenues should be explored to find the resources for urban development. 

The Prime Minister said a House was a turning point in the lives of poor, which led towards a better life. He said the Government's effort was to not just provide a house, but to provide the right environment to live life to the fullest. 

Citing the existing housing shortage of 2 crore units, the Prime Minister said that India was completing 75 years of independence in 2022, and by then, it was our responsibility to provide a house for everyone. 

The Prime Minister said today there is a lack of holistic vision about urban planning, and expansion is driven not by the administrators of a city, but by property developers. Through AMRUT, the aim of the Government is to give cities themselves the chance to plan their future growth. 

The Prime Minister appreciated people for their interest and work in the Swachh Bharat initiative, as well as the positive role played by media in generating awareness. 

The Prime Minister said urban and rural development in our country should be complimentary. One way of doing this was to ensure waste water management in urban areas, so that the treated water could be returned to rural areas for irrigation. Similarly solid waste management could generate compost which could act as organic fertiliser for the surrounding rural areas. 

The Prime Minister released logos, and taglines for AMRUT and Smart Cities Mission; and guidelines for AMRUT, Smart Cities Mission and Housing for All (Urban). The Prime Minister also visited an exhibition on best practices in urban development. 

The Minister for Urban Development Shri Venkaiah Naidu, and the Minister of State for Urban Development Shri Babul Supriyo, the Chief Minister of Maharashtra Shri Devendra Fadnavis, the Chief Minister of Haryana Shri Manohar Lal Khattar, and the Deputy Chief Minister of Jammu and Kashmir, Shri Nirmal Kumar Singh were present on the occasion.

Union Government launched two schemes to support Scheduled Castes

Union Ministry of Social Justice and Empowerment on 16 January 2015 launched two schemes to support the Scheduled Castes (SC). These schemes are Venture Capital Fund for Scheduled Castes and Green Business scheme.
The scheme was launched by Thaawar Chand Gehlot, Union Minister of Social Justice and Empowerment.

The Venture Capital Fund for Scheduled Castes scheme was launched with an initial capital of 200 crore rupees. Under the scheme, financial assistance of 15 Crore rupees for a period of 6 years will be provided to 30 SC entrepreneurs in a year.

IFCI Limited will be the Sponsor, Settler and Asset Management Company or Nodal Agency to operate the scheme. It will contribute 50 crore rupees which would comprise 5 crore rupees as sponsor and 45 crore rupees as investor. 

The objectives of the Venture Capital Fund scheme are:
• To promote entrepreneurship amongst the Scheduled castes who are oriented towards innovation and growth technologies. 
• To provide concessional finance to the Scheduled Caste (SC) entrepreneurs, who will create wealth and value for society and at the same time will promote profitable businesses. 
• To develop SC entrepreneurs economically. 
• To enhance direct and indirect employment generation for SC population in India.

Green Business Scheme
Under this Scheme, loan for unit cost up to 1 lakh rupees at concessional rate of interest will be provided to Scheduled Castes for activities such as e-rickshaw, Solar Pump and Solar energy powered implements, poly house etc.

CCEA approved implementation of Tea Development and Promotion Scheme

The Cabinet Committee on Economic Affairs (CCEA) on 10 December 2014 approved the implementation of the Tea Development and Promotion Scheme of the Tea Board for the 12th Five Year Plan.
The Cabinet approved the Scheme with a project outlay of 1425 crore rupees. The Tea Development and Promotion Scheme was proposed by the Union Ministry of Commerce and Industry.

The Scheme is aimed at supporting development of improved varieties and technologies for increasing production, productivity and quality of tea. It seeks to promote Indian tea in the overseas and domestic markets.

Component-wise break-up of 1425 crore rupees project outlay
• As per the scheme, 400 crore rupees will be spent on plantation development.
• 350 crore rupees are allocated for quality up-gradation and product diversification.
• The cabinet earmarked 200 crore rupees for market promotion and 150 crore rupees for research and development.
• Human Resource Development was allocated with 100 crore rupees.
• The Cabinet allotted 200 crore rupees for the Development of Small holding and 25 crore rupees for the National Programme of Tea Regulation.

Union Government launched Jammu Kashmir Arogya Gram Yojna in J&K

Union Government on 18 October 2014 launched Jammu Kashmir Arogya Gram Yojna in Jammu and Kashmir. The scheme aims to encourage farmers in J&K to cultivate scientifically tested and commercially beneficial aromatic and medicinal plants in the state.
The scheme is a part of the grand plan of the Government to convert the hilly areas of the country as exclusive zones of high-value organic farm products. The Union Government will initially spend over 25 crore rupees on this scheme.

About the Scheme
Under the scheme, Council for Scientific and Industrial Research (CSIR), will help the farmers with expert guidance and provide them saplings of as many as nine varieties of medicinal and aromatic plants. CSIR is the Research and Development body of the government.

The plant varieties, selected for J&K, include five different varieties of lemon grass (Cymbopogon), Rose (Rosa), Mint (Mentha), Ashwagandha (Withaniasomnifera) and Phalsa fruit plant.
Initially, 1000 villages of Kathua, Jammu and Udhampur in the state will be covered under the scheme. Similar schemes will be launched in other states, keeping in mind soil condition, suitable plant varieties and size and type of land holdings.
Benefit of the Scheme
Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences Dr Jitendra Singh said that this scheme is a new concept whereby the agricultural land with the potential for growth of aromatic plants will be identified and CSIR scientists as well as aroma experts from different parts of the country will educate and train the local farmers to bring up this cultivation.
The institutes involved 
Different CSIR institutions like Indian Institute of Integrative Medicine (IIIM), Institute of Himalayan Bio-resource Technology (IHBT), Central Institute of Medicinal and Aromatic Plants, National Botanical Research Institute (NBRI) and North Eastern Institute of Science and Technology (NEIST) will be associated with the implementation of the scheme, first in Jammu and Kashmir and then in other states.
Why they choose Jammu
The ministry officials confirmed that one of the important reasons to start this new scheme from Jammu region was that the IIIM (Indian Institute of Integrative Medicine), Jammu has been actively pursuing research and production of aromatic medicinal and perfumery products for several decades and some of the products produced from this laboratory are of international export quality.
Nine varieties of scientifically tested and commercially beneficial plant saplings will be provided by IIIM Jammu and under the guidance CSIR experts, the project will start from the border district of Kathua.

Prime Minister launched Saansad Adarsh Gram Yojana to realise Gram Swaraj

Prime Minister Narendra Modi launched Saansad Adarsh Gram Yojana (SAGY) on the birth anniversary of Lok Nayak Jai Prakash Narayan on 11 October 2014. SAGY will be implemented under the overall supervision of Union Ministry of Rural Development.
The programme is an ambitious village development project under which each Member of Parliament will take the responsibility for developing physical and institutional infrastructure in three villages by 2019.
The primary goal is to develop three Adarsh Grams or model villages by March 2019, of which one would be achieved by 2016. Thereafter, five such Adarsh Grams (one per year) will be selected and developed by 2024.
Objective of the SAGY
The main objectives of SAGY are:
  • To trigger processes which lead to holistic development of the identified Gram Panchayats
  • To substantially improve the standard of living and quality of life of all sections of the population through: a) Improved basic amenities; b) Higher productivity; c) Enhanced human development; d) Better livelihood opportunities; e) Reduced disparities; f) Access to rights and entitlements; g) Wider social mobilization; and h) Enriched social capital
  • To generate models of local level development and effective local governance which can motivate and inspire neighbouring Gram Panchayats to learn and adapt
  • To nurture the identified Adarsh Grams as schools of local development to train other Gram Panchayats
Main highlights of the SAGY
  • It aims to keep the soul of rural India alive while providing its people with quality access to basic amenities and opportunities to enable them to shape their own destiny.
  • It places equal stress on nurturing values of national pride, patriotism, community spirit, self-confidence and on developing infrastructure.
  • It is unique and transformative as it has a holistic approach towards development.
  • It envisages integrated development of the selected village across multiple areas such as agriculture, health, education, sanitation, environment, livelihoods etc.
  • SAGY aims at instilling certain values, such as people's participation, Antyodaya, gender equality, dignity of women, social justice, spirit of community service and etc in the villages and their people so that they get transformed into models for others.
  • The gram panchayat would be the basic unit for development. It will have a population of 3000-5000 in plain areas and 1000-3000 in hilly, tribal and difficult areas.
  • In districts where this unit size is not available, the gram panchayats approximating the desirable population size may be chosen.
  • The MP would be free to identify a suitable gram panchayat for being developed as Adarsh Gram, other than his/her own village or that of his/her spouse.
  • The scheme will be implemented through a Village Development Plan that would be prepared for every identified gram panchayat with special focus on enabling every poor household to come out of poverty.
  • The constituency fund, MPLADS, would be available to fill critical financing gaps.
  • SAGY gives focus to community participation.
  • The participation of women in the decision-making process will be encouraged. The scheme envisages holding Mahila Sabhas and Bal Sabhas to discuss women and children specific issues and concerns.
  • Ensuring universal access to education facilities, adult literacy, e-literacy are also important goals of SAGY.
  • Adoption and adaptation of technology and introduction of innovations are critical to this programme. This will include use of space application and remote sensing for planning, mobile based technology for monitoring, agriculture technology for increasing productivity etc.
  • At the national level, a separate, real time web based monitoring system will be put in place for the scheme covering all aspects and components.
Monitoring of SAGY
  • The Union Ministry of Rural Development will put in place a specially designed capacity building programme for government functionaries at different levels including gram panchayats.
  • At the state level, there will be an Empowered Committee headed by the Chief Secretary consisting of the relevant departments and including experts, as required with at least two civil society representatives.
  • The District Collector will be the nodal officer for implementing the SAGY. He will conduct a monthly review meeting with representatives of the participating Line Departments. The Members of Parliament concerned will chair the review meetings.
